Meet the Founder of Butler Rescue Hands, Inc.
Garrett Butler is the Founder and Chief Executive Officer of Butler Rescue Hands, Inc. and a United States Army veteran. His commitment to service did not end with his military career.
After recognizing the growing need for non-medical home care, resources, and dependable support for veterans, Garrett founded Butler Rescue Hands, Inc. with a deeply personal purpose: to continue serving others and help fellow veterans find their way home.
What began with a strong commitment to veterans has grown into an organization serving a much broader Connecticut community, including seniors and older adults, individuals with intellectual and developmental disabilities, people with autism, and individuals living with acquired brain injuries.
As CEO, Garrett leads with an emphasis on dignity, accountability, compassion, and service. His leadership philosophy centers on building a culture where staff feels valued, individuals receive respectful support, and the organization grows responsibly without losing sight of the people behind every service.
His background in the U.S. Army included leadership and supply-management responsibilities, reinforcing the discipline, responsibility, and service-minded approach he brings to Butler Rescue Hands, Inc. today.

Xiomara Perez- Butler
Chief Operating Officer
Xiomara Perez-Butler serves as Chief Operating Officer of Butler Rescue Hands, Inc., bringing more than 20 years of experience in the home care and healthcare industries. Her background includes leadership in non-medical home care, experience within a medical visiting nurse agency, operations management, service coordination, staff development, and client care.
As COO, Xiomara oversees the day-to-day operations of Butler Rescue Hands and plays a central role in the implementation and coordination of the organization’s state-funded and community-based services. She works closely with leadership, case managers, families, staff, and community partners to ensure services are organized, responsive, and centered around the needs and goals of each individual.
Her responsibilities include operational oversight, Medicaid and waiver program administration, Electronic Visit Verification (EVV), staff development, service implementation, quality improvement, and ensuring strong communication across the organization. Connecticut DDS currently identifies Xiomara as Butler Rescue Hands’ main contact, Medicaid contact, and EVV contact.
Xiomara is also the owner of Care Connect, LLC, a private-pay non-medical home care agency. Her experience leading both organizations gives her a broad understanding of the challenges individuals and families may face while navigating private-pay care, community resources, and state-funded support systems.
Known for her hands-on approach to operations, Xiomara focuses on building systems that support both the individuals receiving services and the professionals providing them. Her goal is to ensure Butler Rescue Hands continues to grow while maintaining accountability, consistency, quality, and person-centered support.
Rick Caliz
Director of Services
Rick Caliz serves as Director of Services at Butler Rescue Hands, Inc., bringing more than 18 years of experience supporting individuals with diverse needs and helping teams deliver consistent, person-centered services.
In his role, Rick oversees day-to-day service delivery, supports and guides direct support professionals, assists with staff development and training, and works closely with individuals, families, case managers, and the Butler Rescue Hands leadership team. His focus is ensuring that services reflect each individual’s authorized plan, personal goals, routines, preferences, and level of support.
Rick is also a CPR instructor, bringing an added focus on staff preparedness, safety, and ongoing education. He plays an important role in helping our team maintain high standards while creating supportive environments where individuals are treated with dignity, respect, and encouraged to build greater independence.
Elizabeth Vazquez
Field Supervision
Elizabeth Vazquez serves as Field Supervisor at Butler Rescue Hands, Inc., bringing hands-on healthcare experience and a strong commitment to quality, person-centered support. As a Certified Nursing Assistant (CNA), Elizabeth has experience working with individuals with Acquired Brain Injuries (ABI), cognitive and functional challenges, and individuals who require additional support to remain safe and independent in their homes and communities.
As Field Supervisor, Elizabeth works closely with direct support professionals and caregivers in the field, providing guidance, addressing service concerns, reinforcing individual support plans, and helping ensure staff understand the unique needs, routines, preferences, and goals of the people they support.
Elizabeth also plays an important role in staff mentorship and quality assurance, including field visits, communication with staff and families, identifying changes or concerns, and helping the leadership team maintain consistent service delivery.
Her hands-on experience gives Elizabeth an important perspective as a supervisor: she understands both the responsibilities of frontline staff and the importance of ensuring every individual is treated with dignity, respect, patience, and compassion.
Helen Hernandez
Scheduling Manager
Helen Hernandez serves as Scheduling Manager at Butler Rescue Hands, Inc., bringing more than 25 years of healthcare administrative experience in medical offices, visiting nurse agencies, and community-based healthcare settings.
Throughout her career, Helen has developed extensive experience in scheduling, service coordination, medical records, customer service, and healthcare administration. Her previous work as a Scheduling Coordinator for a visiting nurse agency included managing caregiver and client schedules, coordinating coverage for call-outs, responding to last-minute staffing needs, and helping maintain continuity of services.
At Butler Rescue Hands, Helen coordinates staff schedules and works closely with individuals, families, direct support professionals, and the leadership team to help ensure authorized services are staffed consistently and schedule changes are communicated promptly. Her ability to stay organized and respond calmly to changing circumstances makes her an important part of Butler’s day-to-day operations.
Helen is also bilingual in English and Spanish, allowing her to communicate effectively with a diverse group of individuals, families, and staff.
